PAGCOR Has Leased Land to San Miguel Corp. and Will Receive a New headquarters At No Cost

The Philippine Amusement and Gaming Corporation (PAGCOR) has entered into a 25-year lease agreement with San Miguel Corp. Infrastructure, which will see the construction of a new headquarters for the gaming regulator at no cost to PAGCOR.

Under the agreement, PAGCOR is leasing the 15-hectare Nayong Pilipino property to SMC, with two hectares designated for the construction of PAGCOR’s new corporate office building. The project, valued at PHP2.45 billion ($41.74 million), will be fully funded and built by SMC, as confirmed by PAGCOR Chairman Alejandro H. Tengco.

Tengco expressed excitement about the development, stating, “We’ve long dreamed of a day when we could bring everyone together under one roof—a place where we could foster a stronger sense of community, collaboration, and shared purpose.”

At the signing ceremony, SMC Chairman Ramon S. Ang emphasized the goal of utilizing the property for the public’s benefit, noting that the new PAGCOR headquarters will be a vital part of this vision, supporting PAGCOR’s role in funding government programs that improve the lives of Filipinos.

The construction of the new headquarters is set to begin once PAGCOR formally approves the design. The building will span 40,000 square meters, with an additional 15,000 square meters allocated for fit-out space. PAGCOR also expects to generate additional revenue by renting out unused portions of the new office once completed.

In the lease agreement, 13 hectares of the Nayong Pilipino property will be allocated to SMC, primarily for infrastructure that will complement airport needs. SMC, along with the Incheon International Airport Corporation, is part of a consortium that took over the management of Ninoy Aquino International Airport (NAIA) earlier this year, with plans to invest PHP170 billion ($2.9 billion) to enhance the airport and increase its passenger capacity.
