The Philippine Amusement and Gaming Corporation (PAGCOR) announced today that the country’s gross gaming revenues (GGR) for 2023 have reached an unprecedented Php285.27 billion, surpassing pre-pandemic levels and signaling a foundation for robust growth in the upcoming years.
Chairman and CEO Alejandro H. Tengco revealed that the new GGR record represents an 11.22% increase over the previous peak of Php256.49 billion in 2019, before the significant decline in gaming revenues during the 2020 Covid-19 pandemic restrictions.

The impressive performance in 2023 makes the projected Philippine GGR of Php336.38 billion for 2024 more attainable, particularly with the anticipated opening of new integrated resorts this year, Chairman Tengco noted.
During the height of the pandemic in 2020, the industry faced an all-time low GGR of Php98.79 billion, but it rebounded to Php113.09 billion in the following year and nearly doubled to Php214.33 billion in 2022, setting the stage for the record-setting achievement in 2023.
Chairman Tengco emphasized the adaptability and resilience of the local gaming industry, highlighting PAGCOR’s enhanced ability to fulfill its nation-building mandates.
Integrated resorts in the country continued to be the major contributors to the gaming industry’s revenue, generating Php207.48 billion in 2023. The Electronic Games sector followed closely with Php58.16 billion, while PAGCOR-operated casinos under the Casino Filipino brand contributed Php19.62 billion.
Looking ahead to 2024, Chairman Tengco projected that licensed casinos in key locations such as Entertainment City, Metro Manila, Clark, Cebu, and the Fiesta Casinos in Rizal and Poro Point would contribute as much as Php256.63 billion to the GGR.

Furthermore, he anticipated significant growth in the E-Games sector, which includes e-casinos, e-bingo, sports betting, and specialty games, projecting a contribution of Php61.75 billion in 2024, making it the fastest-growing sector in the coming years.
