Gatchalian Backs Regulation of Online Gambling in the Philippines

Senator Sherwin Gatchalian ruled out a total ban on online gambling in the Philippines. Instead, he strongly advocated for tighter regulations and enhanced enforcement. His goal? Curb illegal activity and safeguard Filipino players.

Speaking at a recent industry event, Gatchalian clarified his stance. He said banning all forms of online gambling would only drive operations underground. This shift would make it harder for authorities to track and regulate the industry.

Gatchalian argued that regulating the sector would deliver better outcomes. He explained that oversight ensures consumer protection, prevents criminal involvement, and increases transparency. In contrast, a ban creates a black market ripe for abuse.

The senator emphasized that current problems stem from poor enforcement, not from online gambling itself. He cited several licensed Philippine Offshore Gaming Operators (POGOs) involved in criminal activity. These issues include money laundering, scams, and even human trafficking.

As a solution, Gatchalian called for stricter licensing standards. He wants all operators—local and offshore—to face tighter compliance checks. He also urged the government to streamline coordination among regulatory agencies, such as PAGCOR, the Department of Justice, and the Anti-Money Laundering Council.

Gatchalian warned that simply outlawing online gambling won’t solve deeper systemic issues. In fact, he stressed that the Philippines must modernize its approach to regulation. Doing so would ensure that both Filipinos and the government benefit from a well-regulated industry.

Furthermore, he highlighted the need to review existing laws. He suggested amendments that could close loopholes and boost enforcement power. For instance, some POGOs still operate under murky legal conditions, and this ambiguity makes enforcement difficult.

At the core of his position is public welfare. Gatchalian made it clear that he prioritizes Filipino safety above all else. However, he believes the best way to protect people is through accountability—not prohibition.

Ultimately, Senator Gatchalian sees a future where online gambling in the Philippines operates responsibly. Through stronger regulation and agency coordination, he believes the industry can generate jobs and revenue—without putting the public at risk.
