Despite the fast-changing global gambling landscape, Philippine-licensed casinos remain a cornerstone of the country’s social development efforts. According to Alejandro Tengco, chairman and CEO of the Philippine Amusement and Gaming Corporation (PAGCOR), revenues from these casinos continue to play a critical role in funding key government programs. In fact, Tengco emphasized that gaming revenues directly support vital public services, from healthcare and education to infrastructure and community development.

During his speech at the recent G2E Asia conference, Tengco pointed out that licensed land-based and online casinos under PAGCOR’s watch contributed over PHP22.5 billion (around US$384 million) to the government in 2023 alone. This contribution goes beyond mere numbers—it reflects the ongoing partnership between the gaming industry and the state in driving inclusive growth and uplifting underserved communities.

Furthermore, PAGCOR’s dual role as both operator and regulator has allowed it to channel its profits into impactful initiatives. Tengco stressed that while the agency has started privatizing its own casinos to sharpen its focus on regulation, its commitment to nation-building remains stronger than ever. He also confirmed that the agency continues to streamline its oversight of licensees, ensuring fair play and responsible gambling practices while maximizing state revenues.

As the Philippines positions itself as a leading hub for integrated resorts and iGaming operations in Asia, PAGCOR sees itself as a key enabler of growth—not just in entertainment and tourism, but also in poverty reduction and regional development. Tengco concluded by noting that the country’s regulatory framework will continue evolving to attract responsible investors while keeping public interest at the center of all decisions.

With strong performance from licensed casinos and a firm regulatory backbone, PAGCOR is proving that gambling—when properly managed—can be a powerful force for good.
