PAGCOR Names Wilma Eisma First Female President, COO

The Philippine Amusement and Gaming Corporation (PAGCOR) officially appointed lawyer Wilma Eisma as its new president and chief operating officer (COO), making her the first woman to assume both roles. PAGCOR confirmed the appointment through a formal statement.

Ms. Eisma took her oath of office on Thursday at Malacañang Palace, in front of Executive Secretary Lucas Bersamin. Her appointment ushers in a new chapter for PAGCOR as it strengthens its regulatory and modernization initiatives.

Chairman and CEO Alejandro Tengco welcomed Ms. Eisma, saying, “We know she will be a great asset. Her vast experience in both government and the private sector will surely benefit PAGCOR.”

Ms. Eisma replaced Juanito Sanosa Jr., who stepped down in January. She previously served as a board director at the Development Bank of the Philippines and held key leadership positions at the Subic Bay Metropolitan Authority, where she acted as both administrator and chairperson.

Moreover, she brings strong private-sector credentials, having held executive roles at PMFTC Inc., the local affiliate of Philip Morris International. Earlier in her career, she worked with the Department of Trade and Industry and the Office of the Majority Leader in the House of Representatives.

Currently, PAGCOR continues to modernize its Casino Filipino chain while preparing for the eventual privatization of its land-based casino operations. This planned divestment allows PAGCOR to sharpen its focus on regulation and oversight, distancing itself from operational roles and aligning with global gaming governance standards.

Through this leadership transition, PAGCOR aims to drive innovation and transparency in the Philippine gaming industry—ensuring responsible growth while embracing future opportunities.
