PAGCOR and the Ad Standards Council (ASC) have officially rolled out stricter rules on gambling-related advertising across the Philippines. Together, both agencies aim to tighten control over how gambling content reaches the public.
Under their new agreement, advertisers must now submit all gambling-related ads to the ASC for pre-screening and approval before release. These rules apply to ads on TV, radio, digital platforms, and outdoor billboards. This marks a major shift in regulating gambling promotions nationwide.
The ASC has now classified gambling as a “must-screen” category. It joins tightly regulated industries like alcohol, tobacco, and pharmaceuticals. According to both agencies, the updated standards aim to reduce public exposure to gambling content. They especially want to protect minors and vulnerable communities.
In a memo issued on July 7, PAGCOR gave operators until August 15 to remove all gambling ads from public spaces. These include ads on buses, taxis, trains, malls, and roadside billboards. Additionally, operators must submit a full inventory of their existing ads by July 16. They must clearly list where each ad appears and how it is being displayed.
The new rules also restrict broadcast ads. Specifically, TV gambling ads cannot air between 5:30 p.m. and 8:30 p.m.—a window when families often watch TV together. Meanwhile, PAGCOR will ban future ad placements near schools, hospitals, churches, and similar sensitive areas.
PAGCOR Chairman Alejandro Tengco emphasized that only institutional or responsible gambling ads will be allowed going forward. However, these ads must still pass ASC screening before they appear in public. This requirement signals a stronger move toward ethical advertising practices in the gaming industry.
Tengco also explained that the initiative seeks to reduce overexposure to gambling content and promote more responsible operator messaging. In addition, PAGCOR committed to working with support organizations like the Seagulls Flock Foundation. These groups will help raise public awareness and offer recovery services.
To further strengthen support, PAGCOR will promote a 24/7 helpline for individuals affected by gambling addiction. Through these combined efforts, regulators hope to build a safer and more responsible gambling environment in the Philippines.
